What is the best hold messaging hardware for a county government to use (PBX system etc)?

You will probably find that software will be a better solution. You can get a virtual PBX like Axon which will be less expensive than a hardware PBX more scalable, and you have more flexibility to customize a system with only the features that you are looking for. And you can use a software system with either VoIP telephone lines which are less expensive, or with standard analog telephone lines with the use of a telephony board to connect them to the computer.
